The Next Great Hospital...

Take off those blinders!

All that has been said it absolutely true! He was ran out of Hattiesburg, for misappropriations of funds. The Doctors were not getting paid! He was out of work for nearly two years before Greenville Board of DRMC hired him. I personally saw his resume online and when trying to make people aware, it was mysteriously removed.

The DRMC Board did not connect the dots to the time line of when he left and how long he had been out of work or apparently care to investigate why!

The man is insane. I personally had a conference with him in 2005 in complaints of patient care for my loved one. During this conversation, he told me all about his dreams of a third hospital. I looked at him like he had three heads. DRMC had only months before purchased KD and had all; but vacated it with bare minimum staff left behind. When I asked him why he wanted this and what his intentions were to do with DRMC building, if it were to happen, his response was to "rent" it out!! He has two vacant hospitals and built a third and he thinks that someone, some business, would want to rent one or either of them??? For what??? He said the new hospital was needed because the old one did not meet code!!!!!

I responded, "First, we, Greenville, can not afford a new hospital bill on our taxes, if the old one doesn't meet code, then why all the remodels, year after year, for as far back as I can remember. If it doesn't meet code that is the your fault and the Board's faults for wasting money all these many, many years!!!"

Then I explained that if his goal was accomplished, as was happening to the KD area as we spoke, businesses would close, the abandoned hospital would be an albatross and those who now live around the hospital for the convenience and "free" medical care would have to move to south Greenville. Those moves would close more businesses in the neighborhood, the Health Dept. would move and all of the clinics would either shut down or move.

He did not care about any of that, just his mission to build this hospital in south Greenville. Already money has been spent in anticipation of this move and now he is leaving town????

What happened? No kickbacks coming through?? Funny business with the funding?? There must be a BIG reason for this action, cause he has been working on this for all these years. Makes no sense for him to walk away now.....unless....hmmmmm...very interesting! Time will tell what the real reason is. Either way, as a citizen and potential patient, glad to see him go. I just hope his pockets are not lined with our dollars as he goes!

Ok, board of supervisors...now it's time to start cutting the extra top heavy management team Ray has compiled during his reign. I say take the senior leadership team and get rid of all of them except for Mr. Phillips. Does Meridian need a new human resource director? We all hope!!! Wonder what Allyson Williams is thinking about Ray's exit? And for the writer who thinks Ray has done an "extraordinary job", you must be on his 6 figure payroll ledger.

Get a grip and join the rest of us who actually work and care for patients all day. This is a good day, lots of smiles at DRMC after the news was out!

Well, it looks like the votes are in... and there won't be a big "going-away" party for Ray-Ray. Personally, I view this as a very positive change for Greenville and DRMC. As I previously predicted back in 2005, Ray's empire has finally crumbled... and yes, an immediate outside audit is what the public should demand! As one contributor stated... "Nobody leaves a good job."

According to Ray, he is going to Meridian to be near his mother who is in a nursing home. Commendable if it is true, but Greenville also has nursing homes. It seems a rather drastic move for such a dedicated servant of the people.

As for the anonymity of Scoop writers, I can assure you it is very much intact, as is the first Amendment of the Constitution. Years ago, I received letters from Ray and DRMC attorneys threatening to sue the Delta Scoop for derogatory comments being made about Ray.

The problem then, as it is today, is that not even Ray could find out who hosted this blog... nor the identities of those who contributed. Sure, he threatened all DRMC employees with termination if they read, discussed, contributed or even mentioned the "Delta Scoop" at work. This was the action of a paranoid dictator whose world was being gradually destroyed... by the truth!

In fairness to all readers, I offer the following post:

Regardless of what you think; Ray Humphreys is a fine man. While his "vision" may not be justified by some or many on here, 11:34 is correct in saying that the grass is not always greener. I do not know him personally, but have met him; unlike 9:28 said I had a very productive meeting with Ray about a family member complaint. He was very sincere regarding our issue and made sure that it was attended to. He didn't mention anything about the new hospital or what he was planning. He just simply took care of our complaint and I've never had better service. To each his own, but I for one just hope that the next guy or gal is as attentive as he was with me. I wish him the best.

No, you obviously do no know Ray personally, but we will all miss Ray when he is gone. He alone generated the greatest readership and response that the Delta Scoop has ever experienced! Other than Heather, who is running a close second, Ray still takes the "Gold"... (pun intended!) Time will tell...

Regardless of who said what, one does not have to agree with all Andy Rooney states (his aired statements that everyone has heard him say) but his statements do represent Freedom of Speech, which is a constitutional right of all Americans, not just a select few. According to previous comments on this site, threats of termination have been issued to the DRMC employees if access or discussion of Delta Scoop occurs at work. That is within DRMC's right as an employer, but there also seems to be an implied threat to employees who access or discuss this blog site outside of work. If this is the type of environment and intimidation the employees of DRMC have to tolerate, I can see why they get so annoyed with the administration.

Well, Mazie Whalen, of course!! She is Ray's biggest "yessir" sr. leader. I'm sure she wont truly function as CEO, probably just in title only. She is looking towards her retirement (by her own admission). And for the post who says hem et Ray personally and he handled a complaint..well, big friggin deal! That was supposed to be his job, however, there are many many other families who will tell you he failed them. Obviously the post(er) doesn't know Ray for what he is...a hypocrit. Now, I'm in agreement with the former writer, we have gotten rid of Ray, let's move on to the mayor with her ridiculous team of bodyguards. I can bet you a bundle that 90% of DRMC is relieved to have Ray removed from their lives!

Ray's vision is nothing more than a delusion of grandeur. Wake up folks, our city can't support a hospital with all of the specialized services. Those were Ray's vision. Look at the NICU, the heart center -- barely a handful of cases each month. Such a waste of money. DRMC needs to focus on providing excellent BASIC care - not fulfilling some maniac's delusions. My prediction, Delta Physicians Practice will crumble next. If the public knew how overpaid the docs were compared to other areas of the country, they would throw a fit. No one else that comes in will be stupid enough to continue this irresponsible practice. There will be some scrambling doctors trying to set up their own clinics again. DPP has been a huge loss since its inception. Let the wild rumpus start!! Bout time!

I would bet there are a lot of nervous docs in DPP tonight... wondering how long they will hold on to their 7-figure salaries once Ray is gone.

Not long would be my guess. DPP also needs to be audited. I think the citizens of Greenville would find the results very interesting.

Ray should be booted out of town on April 1st (Fool's Day) in rememberance of the same day in 2005 on which he seized and detroyed the only true hospital that Greenville has ever had (KD).

But April 15th (tax day) is probably even a more appropriate day for Ray's departure. As you pay your hard earned tax dollars that day, we should all remember Ray... as the man who wasted millions of our tax dollars to build a monument to himself... in what continues to be his "empty field of dreams".

Ray, Greenville will never forget you... nor, should we!

The individual is correct on the physicians at DRMC - Physicians are typically reimbursed on a fee schedule however the majority of all physicians in our area are on contract with DRMC as an "employee" which they receive a salary just as other employees. The point the other individual was making is that the physicians of DPP should be nervous since most of them are an employee and many of which are being paid 1M+ for their services. That is why the DPP has been such a loss program for the hospital. Physicians being paid high salaries if they see 10 patients a day or 100 - they get the same salary. They should be worried about their contracts if any type of CEO is hired that understands appropriate physician contracting. They may actually have to get out and really see patients and take care of everyone in the community who are in true need of medical care.

As far as the management team, many of them were the previous COO's appointment who did not know anything about running a hospital to begin with - she and the ones she appointed are making 6 figures in their salaries which I am sure will also be looked at - assuming the new CEO has the knowledge base to run a healthcare institution. Let's hope the Board of Supervisors and their appointees use better judgement this time in their selection of a leadership team - hopefully someone with the needed healthcare administrative experience and knowledge of the Delta to make good and sound decisions for our community hospital. One that cares for the staff who are the actual patient care givers of the patients. Will care about patient care and their families, and be a part of the hospital - someone we actually see! We were part of the KDH group and we wish we had that type of environment back. We took it for granted when we had it. Where is that leadership team?

Also 12:11, the DRMC physicians do not have the overhead clinic expenses to pay out of their own pockets such as staff salaries, utilities, supplies, equipment, etc. DRMC pays for this too. Pretty good deal for a physician. Many are probably making much more than they did when in private practice.

Physicians employed by DRMC are "public" employees and, as such, are given immunity from malpractice lawsuits by the Mississippi Tort Claims Act. Accordingly, they don't have to carry malpractice insurance for their practice at DRMC. If they moonlight elsewhere at a non-public facility, they do have to have coverage for that.

I ate there this weekend. I was hoping it would be a full blow nice restaurant but it is a fast food joint. I think the fish is good, Good prices, They have a 5 dollar basket with only one side order.
The basket need to offer fries or hush puppies and then one side order. OR offer two side with the basket.

Casino money: When the casinos came into town, it was reported that Greenville would get SO MUCH money. Has it? If so, where has that money been spent? I’d like a published report. Why couldn’t that money be used to repair the swimming pool? Greenville probably has some Olympic swimmers who can’t afford a YMCA membership.

Greenville potholes: Since there are so many potholes in our streets, and obviously, the board members can’t seem to find them, I propose we start a new column entitled “POTHOLE ALERT.” Then, when we are out driving around and fall in one, we can simply send a fax to the Pothole Alert column. First two on the list: Two potholes right outside Shipley’s Donuts on Reed Road. Pothole in Genie Fairway, right as you get off Reed Road.

You are right, we have urgent needs and long term needs.

We need better streets, better schools, a better governing council who can control the mayor instead of the other way around. We need jobs and industries, we need honest people trying to help our city. We need good candidate choices!

As for the pool, it is a need too. Having an active and inviting city pool will attract the kids (and families) back to the water with summer time fun and off the streets, looking for worse things to do!

Go Jennifer! At least you are trying to do positive things, unlike most, who just pipe off, quick to criticize, with no actions or directions of their own to improve our community.

Let's use a little logic here, although it is a nice "sentiment" about keeping the kids off the street: The problem is kids on the street at NIGHT, and the pool would be closed, so that problem would still exist.

Again--we agree that we have long term issues as well--but a pool isn't even close to my list and many others, which is exactly why it isn't being done. The problem is that the vast majority is afraid to be completely honest with the small minority who want the pool.

If you want a pool, then just hang out near the water leaks all around this city!

You sound like a "true friend" (*sarc*) to the underpriviledged kids of the community, who have no access to the pool or safe water areas for fun or swim lessons, to possibly save their lives one day. How much is that worth? How many street repairs? How many water leak repairs? How many DIVA bodyguards? How many DIVA International trips of the Mayor's??

I would say priceless, but what do I know? Why should these children miss an opportunity to enjoy the water, great exercise and learn to swim??

I have practiced local government law almost 30 years. During that time, I have represented board of supervisors, cities, towns and school districts. Yet, I’m amazed how local governments, such as the City of Greenville; continue to abuse the use of executive sessions by closing doors and putting the public out of meetings. In my opinion, the widespread use of executive sessions violates the Open Meetings Act.

The strength of any democracy is its people and their right to participate in the government. The Miss. Supreme Court said this about the Open Meetings Act: “The philosophy of the Open Meetings Act is that all deliberations, decisions and business of all governmental boards and commissions, unless specifically excluded by statute, shall be open to the public.” See, Hinds County Board of Supervisors, et all v. Common Cause of Miss. et al, 551 So. 2d 107.110 (Miss. 1989). In that case the Miss. Supreme Court strongly encouraged governmental entities to proceed cautiously when considering an executive session.

In fact, the Court said that you ought to hold your meetings in public because: “The purpose of Miss. Code Ann. 25-41-7 [executive session] is to discourage private meetings of public bodies, and closed session discussions and consideration of public business.” See Hinds County Board of Supervisors, et al. v. Common Cause of Miss., et al., 551 So. at 112. The philosophy of the Open Meeting Act has not changed over the past 20 years yet the City of Greenville seems to have forgotten that public business and deliberations should be discussed in public. As a result, the mayor and city council routinely vote to go into executive sessions to discuss matters that clearly should be discussed in open sessions in the presence of the public.

In the March 9 and March 12, 2010, editions of the Delta Democrat Times, we learned that the City of Greenville had gone into executive session for the limited purpose of reconsidering a contract with Steve Pruitt, a lobbyist with the Watts Group, an Oklahoma business. The motion was made by Councilperson Hollowell and seconded by Councilperson Watkins.

In examining the minutes, there is no indication that any reason other than contract reconsideration was the stated reason. According to the DDT, Ms. Hollowell stated that she wanted to go into executive session because “there was more information available.” What new information was available that was not known in February? Was Ms. Hollowell referring to grants the City had received or applied for? If so, these are matters of public record and do not and cannot form the basis for an executive session. In fact, they represent the strongest arguments not to go into executive session. From a public perspective, if the decision to rehire Mr. Pruitt as a lobbyist had been discussed in an open meeting perhaps we as citizens would know why the City of Greenville has sent $150,000 to the Watts Group in Oklahoma to lobby over the past five years and is being asked to send another $30,000 there for this fiscal year.

Miss. Code Ann. 25-41-7(4) provides eight reasons the Council may use to go into executive session: a motion to reconsider a contract is not one of the stated reasons. The bottom line is this: The Greenville City Council should not go into executive session just to approve a contract. I can understand if the Council should not go into executive session to negotiate a contract with Mr. Pruitt or discuss his professional competence but these were not given as reasons. There certainly were no negotiations with Mr. Pruitt because he had not been approved as a lobbyist when they met on March 8, 2010.

The truth is that the purpose of the March 8, 2010, executive session and many of the executives sessions is to enable individual Council members to vote on unpopular issues and hide their hands. That means they are not subjected to public scrutiny or criticism. This was never the spirit and intent of the Open Meetings Act or the executive session exception to the Act. The result was that Mr. Pruitt got his contract and more money is leaving Greenville and the State of Mississippi for Oklahoma.

I find it rather interesting that one Council member abstained from voting. It would seem to me that each Council member should vote “aye” or “nay” unless a genuine conflict of interest or other legitimate and arguable reason exists to not vote on an issue. That’s what your constituents put you there for. Hence, if you have a conflict or other reason not to vote “aye” or “nay” tell the public why you cannot vote for or against a motion. Finally, I urge each Council member to read Miss. Code Ann 25-41-1, et seq. and learn about the Open Meetings Act and when you can go into executive session and stop creating bogus reasons to conceal your votes, comments and discussions from the public.

The Diva can run for Mayor and even if she wins, she can also run for state office without having to step down from being Mayor. If she wins, she has a state office, if she loses, she is still Mayor.

That is so wrong on so many levels!

WE have to find a new Mayor! With the new voting schedule matching the State schedule of elections to be in November, that will help a lot! Most folks won't bother to get up to go vote for a single local election, but they will for the State election.

I am confident that with this change, Greenville will finally get the "change" and the Diva will be no more!

If we stop her here, we stop her in the state election too. No one would vote for a loser!:>)

What's the word on last night's
meeting between Greenville Pulbic Schools and the community?

Supposedly, it was to discuss current and future budget cuts.

But, it was more than likely a "cover up" meeting! They (Greenville Public Schools) are getting ready to 'cut'
employees...and the majority of them will be white...and they are trying to justify their actions.

They are notorious for 'cutting' the white employees and keeping the blacks. I've seen it happen many, many times over the years.

Once, they even 'cut' a white female employee with 16 or 17 years of experience (after shipping her off to another school!)and kept others with less seniority.

Cut, THE doctor...Leeson Taylor, deputy superintendent and his wife from the Greenville Public School's budget.

Also, as mentioned earlier, the school system really does not need TWO doctors 'running the show' and none of the elementary schools really need a counselor, which is what Leeson's wife is.

And basically, the elementary schools, nor the middle schools, nor the high schools need a social worker. They need teachers, period.

The Human Resources office does not need TWO secretaries.

It really is NOT necessary to have a principal of an elementary school with a doctorate degree, either. Cut him from the budget!

McNeece is a union representative with a newly acquired "supposedly" doctorate degree and has been employed with numerous school districts...keeps moving around!

Wolfe started out as an assistant principal with Greenville Public Schools and THEY have moved him to 2 or 3 different schools.

They move them around....to clean up "others" messes. And the "others" continue to work, also.

The "supposedly" moves within the district are a distraction to cover up what is really going on.

I was born t General Hospital and reared in Greenville. I returned to Greenville after receiving a B.S. at Ole Miss. I was employed by KDH in 1992 after the birth of my second child.
All be it a “reign of terror” under Beth McKnight, Assistant Administrator, I found friends who had the care and compassion from which my father treated his patients. We had a love for our patients and pride for our hospital.KDH was sold to our “cross-town rival” and I made an economic decision.
I am a single parent and Ray promised each of the Mangers, in his called meeting, we would be safe. DRMC hired analysts to recommend changes. Within two weeks Courtney Phillips, with a heavy heart, asked me to meet. He conveyed a 40% salary cut was the offer. I opposed and when contacted Ray Humphreys stated he had not approved this.
I stood firm and made the economic decision (now as a single mother) to move. I miss my hospital, I miss my home, and moreover, I miss my friends.

Ray…don’t let the door hit you in the arse on the way out.

Husband did HIS thing and SHE did her thing.

Murderous Daughter was spoiled rotten but, went "wild as a buck" when she left home.

And then she came back home, with a baby in tow for Mama and Daddy to raise.

And then, she left again---without the baby.

If she had taken full responsibility of her own baby--instead of dumping him on her parents--and taken the baby--her baby--with her to live and for her to "raise", then she would have been too busy to get involved with someone else's 'man' and would not have murdered another woman and her unborn baby!

It goes back to "how" she was raised.

Union Mother failed in THAT department because SHE was too busy getting into everyone at Greenville Public Schools' business-both at work and in their own personal lives. IT made her feel IMPORTANT. IT made her feel POWERFUL. Now, how does SHE feel.

And the scary thing is : How many children's lives did she touch? Did THEY look up to her? I hope and pray with ALL of my heart that their (the students) own mothers will realize WHAT the UNION MOTHER
WAS and WHAT she did and WHAT she didn't do and will explain to the students that SHE is not someone to admire, look up to, or to respect.

Like...Washington Avenue has be come a race track since the four-laning....parking is the pits....especially at the post office where the security guards take up parking on Main St and employees on Poplar. Under HER direct orders, the whiwte employees would be followed all over town (even in the Wal-Mart!), by her "chosen" gang members with their cell phones up to their ears, reporting in to Union mother.

She would also, have the "gang" members walk up to a white employee and start conversations about debatable issues--just to see what the response would be. It was all pre-arranged and pre-planned.

black employees all over town, even whenever they were "off" of the clock....then Jessie Jackson and Al Sharpton both would be visiting Greenville.

I think she is still at the Indian Reservation teaching and her hair is solid gray and she wears it braided down the back. She looks like an American Indian. I guess the grandson is with her. THE grandson has always been in HER household, since shortly after his birth in the summertime. SHE took a week or two of vacation time and went to Jackson when he was born.

After a couple of years, Carla left for Jackson again, without the son.

The son/grandson stayed in Greenville and lived with THE grandparents and has been with them ever since.

You've got to remember that whenever Heather (and her brothers) went to THE elementary and middle school "out of zone"...that was WHEN Mother Mercedes McTeer was serving on the Greenville Public School board.

The Greenville Public School board members "make up" and approve their own set of rules and regulations as they go along. They aren't very fair.

Same goes with Union Mother's daughter attending an "out of zone" school. It was also, at the same time that Mother Mercedes McTeer was serving on the school board.

Union Mother used her 'union' connections and supposedly her daughter's school friend's mother's
school board appointment to get what SHE wanted.

And Jerry Hafter, also a school board member, even wanted his son to be "put" on the Superintendent's
list (meaning a student had earned all A's for the entire year). He wanted a Superintendent's List certificate and a T-shirt!

And when Mr. Buck, former school board member and school board attorney, and his wife got a divorce, they both changed residences. But HE wanted his child to remain enrolled at Stern Elementary even though neither parent lived in the zone.

So, THE corruption and "underhandedness" at THE school and in THE city has been around for a long, long time.

Everyone just keeps their mouth shut and turns their head the other way.

Also, Jerry Hafter, another school board member wanted HIS child to be "put" on the Superintendent's List (meaning that the student had made ALL A's on report cards)and given a certificate and a T-shirt.

Additionally, Mr. Buck, former school board member and school board attorney, wanted HIS child to remain enrolled at Stern Elementary school, after HE and wife divorced and both moved "out of the zone".

So, the corruption and "under handed ways" have been going on for a long, long time both within THE school and THE city!

Local administrator of a business is resigning (or fired!)after many years of losing good, honest employees.

It happened at DRMC, but there are also, OTHER places of business that are in the same shape and need help in acquiring a new administrator that will treat employees and customers fairly.

Example: THE City of Greenville
and THE Greenville Public Schools

So, if the state takes over GPS and they fire all of the teachers and principals... what happens? Public schools just shut down or do they think they can replace them overnight? We already have so many "teach for America" students, it is sad.

I agree that our public schools suck. Public education in Greenville is just another FREE entitlement program, but unlike the monthly "check", the kids actually have to do something... which is study and learn!

Why do you need a high school diploma to run a crack house or a meth lab? Illegitimate babies pay much better than those born in wedlock. Forget doctors and lawyers, they want to be rapsters, basketball and football players.

They want instant "bling" with no effort.

I feel sorry for the teachers in GPS. There are a handful who really want to teach... not just draw a check, but the classrooms are packed with unruly gangsters, druggies and unwed mothers who are there only for the free meals and because the law says they must attend.

Education is a right that should be offered to all, but we can not force anyone to "learn". Do away with compulsory attendance laws and perhaps the "few" students who voluntarily attend the public schools will be interested in education and bettering themselves. Then the teachers can teach, the students can learn and the "scores" will go up!

Let the other thugs wander the streets with their pants down to their knees, flashing their underwear for all to see.

THE Jackson Public School District
(according to the Clarion Ledger a few days ago) is cutting out some of their security guards, espectially at the elementary schools. Hmmmmmmmmm!

Do you think that THE mayor would "pick up" on the hint and also eliminate HER "personal" security guards?

And, yes THE Greenville Public School district does have an enormous number of "Teach for America" teachers. THE school district "ran off" or "got rid" of a lot of good certified teachers and the "Teach for America" are replacing them.

WHY? Their entry level of pay is lower! They ONLY have
a temporary,emergency teaching license because THEY did not major in educational classes. (Example: A math teacher is more than likely someone that majored in accounting. A Science teacher may be someones that majored in Engineering)

They go to a "summer" workshop that lasts for a few weeks and are trained "how" to teach in a classroom. They are then given a salary and all of their student loans' are absorbed.

THEY serve their time....a couple of years....and then go on to the "real" world and their "real" jobs, putting their "Teach for America" experience down on their resume' as community service involvement!

THEY are also very aggressive towards the "other", real teachers who have been teaching for 10, 20 or 30 years and think that THEY know more.

THE "Teach for America" teachers are in fact.....getting a "free" hand out! Their student loan is paid off!

And THAT is what is teaching at today's schools!

Excuse me, but the Teach for America teachers have been more committed to our students and to the community than the actual local GPSD teachers. Every single TFA that I've met (in the Delta, not just in Greenville) has been a highly-educated, open-minded, and totally giving individual. Many of them come from comfortable homes with plenty of resources (no need for the "handout" you referred to) while some of them do not. Yet they still choose to come and live in this comparative squalor and attempt to make a difference. And they DO. They give so much more than they receive. As a citizen, I'm grateful for their willingness to serve in an area that many others would find undesirable.

12:19 I totally agree with you. Most of the Teach for America kids are wonderful and help the students in a remarkable way. They share their (outside of Greenville) experiences with the students. Our kids in Greenville have tunnel vision and know of nothing outside of Greenville, MS. Some of them have never been on an escalator or ridden in an elevator much less seen the mountains or the oceans. All they have seen is flat delta dirt, crime and selling of drugs. We are lucky to have the Teach For America teachers.

Most TFA's come here ready to do good. They leave with a little bit of reality in them....recognizing that they can't save all 25 children in their classrooms. Many of them leave teaching after teaching in the Delta because they become disillusioned with the calling to be a teacher after seeing the near-complete apathy towards their efforts. Only the strong survive--and some stay, and some move on.
