"Serious" Recycling!

Okay it was on the news, here is their wonderful plan. We lose one of our pick ups a week, the city will sell a second garbage can per household for an EXTRA $7.00 a month ($84 per year). So that means now, if you have an average or above average amount of garbage from your home, you now have to deal with TWO ugly cans to fill and deal with in your driveway, on your property and pay dearly for the second one to be emptied.

So I guess you have to accumulate for your pick up or hold back to get your money's worth???...heck none of that makes any sense!!! Wouldn't it have been simpler to have an across the board rate increase of a dollar or two a month per every household than deal with this nonsense?? It is supposedly due to fuel costs, everyone can understand that, if so, raise the rates a dollar or two and WHEN the rates go down and they are already falling, reduce it!

You know the old saying, "if it ain't broke, don't fix it"? The City Council apparently has nothing else to do than deal with garbage. Not only are we getting the shaft, but this action caused job losses or cut backs to the businesses who were dealing with the city. Soooo, landfill rates will go up in retaliation, wait and see!

Our leaders just started a snow ball affect that will be far reaching across the city.Didn't we go through this a few years back, not long after the Mayor took office for the first time and she and the council came up the the "dumpsters from hell around town" plan???? Oh yeah, what a genius idea that was, garbage was flying out of dumpsters in the streets, county and city folks were dumping mattresses, washing machines, old TVs, it was horrific and a giant mess! It did not take long for the City leaders to figure that out, once folks started raising cain.

Do we have to wait to raise cain this time to see the garbage on the highways and streets again??? I say NO...start now!

"Raise Cain" is right. We have all been down this road before. What will be different this time about once a week garbage pick-up? We certainly don't produce any less garbage and recycling has been a dismal failure in Greenville. So who profits from this change? Certainly not the taxpayers!

Recycling is big business in most major cities these days and much of the responsibility is placed on the citizens themselves. In some northeastern states, recycling is mandatory or punishable by fine... and by "recycling", I'm not talking about collecting aluminum cans on the side of the road for money, but SERIOUS recycling.

Two years ago, I rented a private vacation home in New York State. When I arrived at the house, I noted a row of 10 brightly colored "storage" containers lined against the rear of the house. After unpacking and getting settled in, I found a brochure on the kitchen counter entitled "Recycling Instructions". I opened a bottle of wine, poured a drink and sat down and began to read it. By the time I had finished (both the brochure and the wine), I was ready to jump the next plane back to the Delta.

The brochure explained that the ten brightly colored "storage" containers were recycling bins and were labeled:

• Clear Glass
• Green Glass
• Brown Glass
• Blue Glass
• Aluminum
• Paper
• Plastic
• Styrofoam
• Organic Waste
• Inorganic Waste

Not only did you have to sort all of your "garbage" into these 10 categories, but you then had to drive the garbage to various local recycling centers and dispose of it. It went on to say that home pick-up was possible for an additional charge of $150 per month and that violations of the recycling laws were punishable by a $500 fine and/or imprisonment.

At this point, my ten day vacation on Long Island seemed to be rapidly "shrinking". I picked up the empty bottle of wine, the aluminum wrapping, the cork and a paper towel with which I had used to dry my hands and slowly proceeded out the back door to the "bins".

A simple drink of wine had rendered 4 waste products, none of which could touch each other in their afterlife. Okay, no problem; I am an educated adult... green wine bottle in the "green glass", paper towel goes to "paper", aluminum bottle wrapping to "aluminum" and the cork goes to........??? I paused and examined the cork. Was it real cork or one of those plastic imitations they use these days? If it is cork, would that be organic or inorganic? If it was plastic, should it go in "plastics" or maybe... "Styrofoam"???

Perhaps it was the wine, but I was a bit dizzy at this point. Rather than risk an environmental disaster, punishable by fine and/or imprisonment, I put the cork in my pocket and went back in the house to ponder dinner.

I had passed a fresh seafood market just down the road and thought it would be great to cook a simple seafood dinner. Done. I reached in my pocket for my car keys and pulled out the cork. As I looked at it, I pondered... how many different waste products would be generated by my "simple" seafood dinner? I then put the cork back in my pocket, found my car keys and drove straight to the nearest restaurant for dinner.

Yes, we in the Delta are spoiled! To this day, whenever I head to the "garbage can", I reflect on my Long Island vacation and think... our day is coming.

Here is a new topic. I was shocked to see in the DDT today pictures of the Greenville Public School teachers and right up in the middle of them is the teacher who was accused in Leland of touching a female student.

This is the teacher Dr. Richards with all her wisdom let resign instead of call in the authorities like she is legally supposed to do. So now he can do the same thing to some poor Greenville children because Dr. Richards is smarter and above the law.

Some day I hope she and this man get their just rewards. She wouldn't be so flip if that had been one of her grandchildren!

Although everyone is presumed innocent until proven guilty, if this alleged incident was never reported to authorities or covered up by school district personnel, there is a serious problem with this educator... and Dr. Richards.

There is a great shortage of teachers in our state and certain "standards" have been lowered to help fill vacancies, but allowing even the perception of impropriety with regard to our children's' safety and welfare is inconceivable! Teachers, like the rest of mainstream American employees, should be subject to random drug screens and background checks to insure their "accountability".

Okay Greenville parents, it looks like you just inherited a potential problem. What say you?

Changing the Subject...

Alrighty, how about the Mayor of Greenville going part time? Mayor Hudson has opened her own law practice in her dad's old location. She will be working half days as Mayor and the other as an attorney.....questions to be answered...how does this affect Greenville? what about the bodyguards, are they to be paid City tax dollars, while she is at her law practice??

How much of her law office expenses and business traveling will end up being covered by the City???....As full time Mayor she was/is pretty awful, part time????? Well that might be an improvement in the long run! LOL

Let Councilmen Gines or McGee take the second shift, we might have a chance with her out of pocket!

Interesting! Who among us would not like to be paid the same salary for half the work? Of course the Mayor's salary will not make anyone rich, but any attorney worth their salts could make three times as much, particularly in Daddy's law firm.

The questions posed by this author are quite valid. Will the Mayor only be reimbursed for a one-way ticket to Europe? Will she be reduced to only two bodyguards? Will ribbon-cuttings and civic appearances now have to be planned around her court docket?

All interesting questions which I am sure will be played out in the near future. Perhaps she should contact Kim Dowdy and see if she is still interested in the job on a "part-time" basis. Job sharing seems to be all the rage these days!

A Silver Lining...

Thank God that there is a silver lining in most dark clouds. Most of us strive to improve our communities in some way for the present, and future generations, while others do nothing but, criticize, lie, and down those that do.

First, let me commend the three new School Board Members, Evelyn Gordon Murray, Board President, George R. Walker, and Lester Walker who has demonstrated that they have the, ambition, ability, and courage to deal with today’s complex problems that our schools face. To those members who are still part of this board who consistently made poor decisions in the past, turned a blind eye and deaf ear to the dangers, and problems that consistently plagued our schools I, respectfully suggest to you that you find the same courage that you did in the past years in making poor decisions that you somehow find the same courage to follow in the same foot steps as the superintendent.

Again, I commend the new members of the Leland School Board who seems to be headed in the right direction. Gods speed.

Just got back from vacation and it seems that much has transpired in my absence. Congratulations to the people of Leland who obviously rallied together to seek a positive change for their children's education. Good job!

Having been out of the loop for a while, I am not sure what is going on at Bolivar Medical Center. I had heard about the CEO's resignation, but nothing about others being "let go". Personnel issues are generally kept confidential.


As for DRMC, 15 RFIs is not good and I believe that may place them on "conditional accreditation". The Joint Commission has really gotten more strict over the past five years and it is no longer a mere "paper survey"... which is a good thing for all of us. No, the doors won't close and DRMC will be given an opportunity to correct many of the problems that were identified.

Bamboo? There is an interesting idea. While on vacation on the west coast, I noticed that bamboo has become quite trendy among homeowners. I visited friends who are Realtors and they shared stories of the growing popularity of this once considered "nuisance crop". The wood derived from bamboo is quite beautiful as a floor product; however, the down side is that no one is allowed to walk on it (with shoes, that is).

Anyway, it is good to be back in the Delta. Sorry, for disappearing, but we all need a vacation from time to time. It seems that readers have kept the Scoop very much alive!

Blind Faith... and Promises

My oh my. Ray Humphreys reminds me of a chameleon. He can change his story at the drop of a hat depending on who he is addressing.

It seems that on Friday of last week there was a leadership meeting at which he announced that employees would not be receiving any raises for a year, a hiring freeze is on with no vacancies filled at present, and physicians employed by the hospital are being reviewed at present to make sure they are productive and those who are not will be "let go".

Additionally, that hour of PLT employees lost and were promised to be awarded back have now gone to never never land and will be lost eternally. Ray will also now be reviewing and approving any and all orders including office supplies to make sure he deems that necessary. Also, the employee's insurance coverage/costs will be changing.

He delivered this good news by explaining that he needed only the "team players" around and those who were unhappy should move on down the road. One department director even reported that he suggested that things like employees bringing their own supplies would help to decrease hospital costs and help DRMC stay afloat. I'm sure that sits well with employees as they drive around town and see the exorbitant amount of monies spent needlessly on the lame marketing campaign.

Now, how is that NICU coming, Ray? Booming business there? No, ok, well, then, how about the heart hospital? Hmmm, the new ER looks great, but the wait times are still looming aren't they? Atta boy : )

I have an idea for Ray Humphreys (I know he checks this blog atleast three times daily) ---- RESIGN!

You are the cause of the mess DRMC is in. You took a perfectly stable hospital and ran it in the ground just like Hattiesburg. The only people who are still on Ray's side are his team of administrators who make big bucks by always saying "yes sir, Mr. Humphreys." Not only are the hospital employees fed up, but so are the citizens. Dr. Richards is out of our LSD and now make it a home run by Ray's resignation.

Keeping the Faith

Just wait until next week when Haley slashes 30% from the Hospital Medicaid revenues. Ray will jump on that and spin it to look like DRMC's fiscal woes started August 1, 2008!

True, Medicaid cuts will negatively impact every health care provider in the state, but Ray has only himself to blame for the current state of DRMC. Ray tried to "spend" his way out of debt with frivolous $4 million dollar ad campaigns and and foolish new service lines which turned out to be total fiascoes!

A "chameleon" is not exactly the reptile to which I would most liken Ray, but you are in the right genus. Surely, all of Ray's highly paid physicians will rally to his cries and begin admitting everything from "hang-nails to hemorrhoids" to save his floundering career... a bit too little, too late, I'm afraid.

It appears that the "dog-days of Summer" are upon DRMC. On a positive note... hang in there DRMC employees! You will still all have jobs and stable careers once Ray (and his cronies) have "exited the building".

Thank you Delta Scoop! I heard today that Dr. Richards has resigned her position as Leland School District superintendent. It seems that the board and certain citizens started looking into several of the allegations against her and she became quite defensive and uncooperative.

When her usual tantrums didn't work to distract the board's interests, she resigned rather than be exposed. I have children in the LSD and first heard about her "unprofessional ism" on the Delta Scoop. With help from several other parents, we all called board members and insisted that these issues be addressed. It took a while, but we didn't give up.

If we had not been informed about her outrageous behavior, nothing would have been done. Don't just complain about what needs to be done. Get involved and make change happen.

It seems that "individual" voices can still be heard when they sing in a "choir". Elected or appointed officials are still accountable to the public to whom they serve. Dr. Richards' resignation is a triumph for all parents who place trust in our public education system. Health care and education are two issues on which we should never compromise.

Ahhh, yes, Ray's annual work of fiction... with a $4 million dollar "polish" job! This year's "novel" is a rather understated publication in which you almost have to hunt for the deception. The front page is a series of run-on lies which are touted as accomplishments. Anyone with any first hand knowledge of DRMC won't get past the first 20 without breaking into laughter. I am sure that Dr. Frothingham is duly impressed that he remains a jewel in DRMC's crown, even though he was fired by Ray earlier in the year!

As always, the annual statistics on the back page are the best laugh of all. My personal favorite is the "nursing shortage" of only 3%. The problem with this statistic is that if you removed all of the contract, agency, and travel nurses from DRMC, the vacancy rate would be more like 85%. This is just another one of the gross misrepresentations presented by Alphe Wells to mask his incompetence.

While on the subject of "masks", let us consider that it could be Alphe in the black Hummer. He and L. Ray are tight and "umbically" linked via Blackberry at all times of the day and night. With Alyson's recent departure and the demotion of of Flo Jones, Ray has but one loyal "spy" left in his network... and what better Gothem City "bat-mobile" could one imagine? Just throw a magnetic DRMC sign on the side and PRESTO... it's tax deductible!

Yes, Woody White saw the writing on the wall. Courtney Phillips should be as wise. Ray has no intention of going down alone on this ship. Word on the street is that major lay-offs are coming in August... count the lifeboats... then do the math!

United We Stand...

I think Jesse's comments were ugly and certainly changes my over all opinion of him, but any relevance is lost when introducing it with this seething letter.

As has already been evidenced on this board, African-Americans have many opinions on many things and it doesn't make sense to stereotype. You suggest that their community blindly takes care of their own. The first question that comes to mind is "how do you think the rest of the world feels about All US citizens?" It is pretty easy to pick on or be picked on, depending on how tightly a cropped view you bring in for discussion.

Why not just face issues as issues and invite everyone to the table to look for answers? Is the African American community dealing with too many employment problems? Negative media? Negative role models? Ok, how can we ALL work to change that?

The letter propels a totally useless and damaging us-them mentality that suggest they are off in their own little world still supporting OJ. Why not go visit your neighbors and learn what they are really thinking about. You may find you have a lot more civic issues in common than you thought.

Okay, the "OJ" comment was a bit racist. It scares me to think that our criminal justice system has become a sports arena in which judicial decisions are swayed by the "underdog" theory. Guilty or not, OJ's trial taught us all a great deal about our society and our legal system.

The "us-them" mentality is precisely the problem in most politically charged issues that face us as voters. We all expect everyone to see the world through our "whatever colored" shades... and it just isn't so. Our beliefs and values are a product of our individual past experiences and "prejudices".

As long as our community remains devided along racial lines, we will not progress! I totally agree with this author that we should all go visit our neighbors and put aside our preconceived notions and stereotypes. You will most likely find that we all want the same things for ourselves, our children and our community... and that by reaching out to one another through simple communication... we just might discover the solutions.

The Delta Scoop is a nice place to vent. However it is in vain to think it might change the rapidly declining City. If this sounds a bit racist than so be it, but the majority of the population is not prepared to deal with reality. That being the case they will continue to vote with their heart rather than their brain. It is understandable that their hearts are filled with hate and now feel vengeance is what they want.

If you look at the Black leaders in this country and the Delta, they are masters of reminding “their own” how bad it used to be, and without them to lead it will get bad again. Nothing in our or our children’s lifetime will change this. Why is it that an immigrant from Vietnam or India or wherever, can come here without a penny and end up owning a business and have their children be first in their class?

It is because they work hard, learn the system, discipline their children, and don’t look for handouts or someone to look after them.

It is sad that the minority majority in Greenville is being lead to slaughter by the Pied Pipers in charge. And don’t dare be critical of those in charge or the decisions they make, Oh MY God! You are a racist! Never mind that they may be wrong or a little shady in their dealings.

And never ever tell them you think O.J. was guilty, they don’t care, they just care that they won that one. Yes, Whitey did some pretty bad stuff in the past, but so did the Romans, the Huns, the Zulu’s etc., etc.

So it is too bad they just can’t get over it!

And no, Reverend Jackson, we do NOT accept your apology! Your vulgar comment is the sort of talk we'd expect from a lynch mob, not a civil rights leader who does not seem to realize that the times have passed him by. Even his son and namesake, Rep. Jesse Jackson Jr., agrees that his dad is doing more harm these days than good. Pronouncing himself outraged and disappointed by his father's ugly words about Obama, Jackson Jr. issued a statement that, in effect, ordered dear old dad to "keep hope alive" and shut up.

Excellent advice to both Jesse and all other "spiritual leaders". If Obama loses this election, he will have only his own race to thank. Between the three black "racist reverends" and the white "priest" who appeared to be auditioning for a Las Vegas show, Barack would fair much better to declare himself an atheist!

It is unfortunate that black Americans have elevated these bible-thumping buffoons to the position of "political leaders" in that they only perpetuate the stereotypical image of black ignorance and gullibility. If Obama is elected, it will be in spite of these "spiritual leaders" who are fighting diligently NOT to have him share the spotlight!

To former employee...I, too, am a former employee and while I don't think all of DRMC's problems are to be blamed on administration; I do believe the current administration has made numerous terrible decisions which has resulted in the lowest morale I have ever seen. I'm not sure how long you were around, but count me in for 20+ years. I still am abreast on the happenings I have many friends who are employed there still.


Now, I can tell you that I LOVED my job. I loved the hospital and my co-workers. However, over the last 7 years since Ray Humphreys took over, the place has become "a whole new world". (Were you around for his let's have fun at work campaign a few years ago when we all had to watch videos of folks throwing fish and he posted signs all around that said its a whole new world?? ).

Well, i can tell you former employee..by golly, it IS a whole new world. However, 99% of staff, both clinical and non -clinical will tell you that his new world is no happy place. Yes, hospitals including DRMC have always and will continue to suffer thru nursing shortages and other problems inherent to healthcare. However, there is no damn way you can ever convince me and most of the other staff that your idyllic opinion of the Camelot administration you describe is the truth. Dream on, former. I have seen this evil administration treat people who have dedicated their entire careers to healthcare in Greenville like trash.

Ray and his "team" have no concern for anything except power and money. They could care less about indigent healthcare, services the Delta need (the Burn Center comes to mind), or even personal lives who are destroyed by their actions. Ray can't have it both ways. He has been bragging about how DRMC is in the black and now he announces to our state that the medicaid tax bill will drive DRMC further in the red? I remember that Ray Humphreys made a comment that our former director of nurses had been there so long that she may have lost her "effectiveness".

Well, I say Ray has lost his. Get him the hell outta here. It is time to re-build our healthcare system and hope its not too late.So, Former, I do appreciate your opinion, but trust me, the majority of us do not feel the same way. And, based on past postings, I do believe that Forthright is a very smart person who has an incredible knowledge of healthcare and the dynamics of the Delta (something tells me this ain't Forthright's first rodeo) ; )Keep telling the truth, Forthright.

Why in the world would Ray Humphreys be the Representative on such a matter ? This totally confuses me.

He is the laughing stock among so many in the medical field as it is and i am not talking just about in Greenville and DRMC. I had to recently go to Jackson to see a Ear Nose Throat specialist because we do not have one in Greenville and during a conversation about Gville and our medical community i am convinced that without new administration we will not recruit qualified physicians to Greenville. I do not care to elaborate but Ray Humphreys was not well thought of.

Makes me wonder what in the world is our Hospital Board waiting on because this goes a lot farther beyond a few disgruntled employees.

Yes, I too, went out of town for a surgical opinion. I was surprised to hear the comments made about Ray Humphreys and the mess he has DRMC in these days. It seems that we are well known throughout our state for our medical community, but not for anything we should be proud of!

Also, is anyone else sick of seeing "We're growing too" in crop fields?? If we are so concerned about finances at the hospital, what genius decided we needed to post signs in our fields?

The truth is that Ray is politically dead. No slight of hand or magical wizardry can revive this man's shattered career or rejuvenate his lost trust by the public... and he has no one to blame, but himself. The Medicaid debacle provides a convenient door through which Ray can exit quitely, blaming the state for his downfall.

As he waivers on the fence between health care and big tobacco, he has the audacity to serve as the self-appointed "spokesperson" for our medical community. What a joke!

Ray is political "road-kill" and those who support his tyranny are destined to be the same. As was once said of Richard Nixon by a White House press-team member, "Dick Nixon knew that he was a crook, but he also knew that his survival depended on convincing the public that he was not." Delta Regional Medical Center faces a $3 million loss this fiscal year and may default on bond payments for its purchase of The King’s Daughters Hospital, CEO Ray Humphreys told the House Medicaid Committee this morning. A $3 million dollar loss would be about average if we were provided a true and accurate accounting of DRMC's annual P&L statements.

And if the House approves the governor’s proposed hospital tax to fund the $90 million Medicaid deficit, DRMC’s problems will only worsen, said Humphreys. "Problems"... in Mississippi's "next great hospital"? In a presentation delivered just hours before the House reconvenes to vote on the governor’s plan, Humphreys confirmed that the hospital tax will result in $1.7 million in additional annual losses for DRMC. "Additional annual losses"? ... I thought Ray told us they were in the black?

And if the hospital has to make budget cuts, doctors and other staff will be the first to go. Makes sense... cut health care at the bedside rather than the board room... who needs nurses when you have have multiple layers of management who need jobs?

Humphreys did not denounce the governor’s plan, nor did he endorse the Medicaid funding solution promoted by House leaders — a higher cigarette tax. Ray, like Haley, probably has money in big tobacco as well. But when Committee Vice Chair Robert Johnson, D-Natchez, asked Humphreys if the hospital tax would force him to cut personnel, Humphreys responded, “That’s the situation we’re facing now.” Or they could cut 2 layers of management and save twice the money...

Humphreys’ presentation highlighted the problems DRMC has suffered recently, including a loss of 29 doctors in the past four years and the closure of the state burn center. All of which are directly related to Ray's administration's ineptitude and malfeasance.

He also emphasized DRMC’s role as a “safety net hospital” for the Delta. DRMC is the Delta’s only full-service hospital, supporting the region’s only Level II trauma center, total misrepresentation of accurate trauma level, open-heart surgery program, Joke, and neonatal intensive care unit. Unopened to date because of lack of medical and nursing staff.

He also said that DRMC employs the Delta’s only infectious disease, endocrinology, rheumatology, and pulmonology specialists. All inherited from plundering KDH who had previously recruited these specialists. “DRMC is extremely critical and valuable to the Delta population,” Humphreys said, asking the committee to find a way to fund Medicaid that does not compromise the hospital’s ability to provide essential services.

Johnson said that Humphreys' presentation, which was followed by one from Gulfport Memorial Hospital, confirmed concerns he already had about the governor’s plan.“Hospitals in areas with the highest need will suffer most under this plan,” said Johnson.

The House will make one final push for the cigarette tax solution when it holds a last-minute press conference to trumpet a new poll showing Mississippians’ support of a higher tobacco tax. Communities for a Clean Bill of Health, the organization that sponsored the poll, said it will not release the poll numbers until 1:30 today—just one half hour before the House reconvenes.

Nevertheless, the Jackson Free Press reported on Monday that, according to “sources,” the poll found 80 percent of Mississippians in support of the tax.“That number is pretty good,” said CCBH spokesman Jarvis Dortch on Wednesday.

For once, Ray "seems" to be on the right side, but you have to consider that he has not openly supported the tobacco tax. He seems to be sitting on the fence, willing to support whatever his political puppeteers tell him to do.

The most telling issue in this article is that Ray has admitted that DRMC is in trouble... something employees and taxpayers have known for over three years. Taxing hospitals over tobacco is blatantly wrong and if big tobacco wins this fight, it only goes to show that the "good ole boys" are still very much in power.

If you value the "pleasure" of smoking over the value of extending your life by 20 years, sit back and do nothing. If you value health care in Mississippi, get on your email and make your voice heard. Big bucks politicians wait for no one!

Bolivar Medical Center CEO Resigns

Area News:

Cleveland's daily newspaper reports that Bolivar Medical Center's CEO, Steve Nichols, has resigned his position. According to Nichols, recent changes in health care have caused him to reconsider his career options. Bolivar Medical Center is owned by LifePoint, Inc., a major for-profit, publicly traded, corporation operating out of Brentwood, Tennessee.

LifePoint officials expressed gratitude to Mr. Nichols for his service and leadership over the past three years. An immediate search for the CEO's replacement has begun.

It seems that DRMC has not cornered the market on health care controversy. Although the news report is rather vague as to the exact "changes" that prompted Mr. Nichol's resignation, one can assume that the upcoming Medicaid battle is most likely a factor.

It is difficult to fathom how our elected "leaders" in Jackson can justify taxing hospitals over cigarettes as solution to the Medicaid sinkhole. Why should we tax those citizens who "pay" for medical services by increasing the costs of insurance premiums and co-pays? The tobacco industry, which boasts of record profits, is directly responsible for the 38% rise in tobacco related diseases and deaths in the last decade... and yet we "choose" to tax hospitals over tobacco?

I think NOT! Haley Barbour "chooses" to protect the tobacco industry because he has direct financial ties to that industry. But even "Fat Cat Haley" is having difficulty selling this line of "bull" to smokers and non-smokers. Taxing the "cures" and protecting the "causes" of diseases is a hard sell at best, but it should prompt us all to look more closely at the motives of such "politicians".

Health care in Mississippi is in deep trouble; not for a lack of providers, but for a lack of insight into who and what steers its course. Mr. Nichols' resignation does not bode well for our Delta hospitals' future. How we fund Medicaid is an issue which will affect us all, directly or indirectly, and we should make our voices heard. Write your senators, representatives and Mr. Barbour and let them know that you do not support taxing our hospitals into closure.

Incomes Lost for Greenville Residents

Ask Ray Humphrey's how many of KDH Hospital employees he promised would be employed and are now employed at DRMC or the "West Campus?" What happened to the contract employees? None were hired and they went elsewhere. I cannot find even 6 full time employees of KDH that ended up keeping a job within DRMC's system.

The rest went to Bolivar County, Chicot County and Home Heath or just stayed home like my wife. We lost over $50,000 in income for the last 3 years. Humphrey's lied to the KDH staff and to the DDT.

Many lies were told to both sides during the merger of the two hospitals. Ray stated that "consultants" had been hired to interview all personnel in "duplicate" positions and that they would select the most qualified. What a joke! There were no "consultants"; only Ray's spies who he had hand picked to dupe the public into believing his conquest was in the best interest of health care.

Actually, Ray bought a lot of talent when he purchased KDH... excellent nurses and business professionals who all knew what it takes to run a safe and profitable hospital. But...did Ray welcome them into the fold and seek their advice and direction for the failing DRMC? NO! He systematically set out to destroy the careers of anyone who had been a supporter of KDH.

Three years later, scores of jobs and (in Bill's case alone) over $150,000 in wages have been lost to Greenville residents whose jobs were ended by the hands of this tyrant. Adjoining counties revel as OUR nurses and allied health professionals choose $4.00 gas over autocracy!

To be honest, Ray has no dog left in this fight... and perhaps no fight at all. He has conquered his most hated competitor, David Fuller (KDH CEO), demoralized and humiliated the staff of both hospitals and ruined a once thriving health care community. HE is the victor; however, there are very few "spoils" left to reap. A prudent man would offer his resignation in the face of his obvious public defeat. An astute leader would heed the waring signs of ultimate change and bow out gracefully.

Ultimately, Ray's resignation will either be offered... or demanded. For now Ray, it is your choice.

Dear "Delta Scoop" and "Forthright":

As the attorney for the Delta Regional Medical Center and its employees, including Ray Humphreys, Allyson Williams and Alphe Wells, I am writing to ask you to stop publishing false statements about Mr. Humphreys, Ms. Williams, Alphe Wells, and other DRMC employees. You know these statements are not true. You have written and published them with an express intent to injure their professional reputations. That is something the law does not permit.

By way of example only, contrary to what you have said, Mr. Humphreys has not been charged with any crime and not, as you put it, "the biggest criminal in Washington county." The board of the hospital has not been "easily bought." They found nothing in their Christmas "stockings" from Mr. Humphreys. Mr. Humphreys is not guilty of either "bribery" or "corruption." He is not Ms. Williams "bedfellow." There is no basis for a conclusion that the race of an African American, including Mr. Wells, is a badge of professional incompetence.

Each of these statements you have made is demonstrably false. You seem to believe you can say anything you want to say under the cover of anonymity on the ground that you are just expressing your "opinion." But an "opinion" that implies the existence of false facts to support it is an actionable statement of fact. Not only do you recklessly disregard the truth, but your writing on its face displays spite, ill will, and an intent to do harm which is a ground for punitive damages.

Please publish this letter on your blog, apologize for these statements, and bring your future criticism within lawful bounds.

Dear Mr. Munford:

While I do not doubt that you represent the interests of Mr. Humphreys, Ms Williams and Mr. Wells, I have serious reservations that you "speak" for all employees of DRMC. Scores of contributors to the "Delta Scoop" are current or former DRMC employees, who view this forum as the only venue in which to express their dissatisfaction with the current administration.

The current climate of threat, fear and intimidation created by this administration is very frustrating to DRMC's employees. Many have dedicated their entire professional careers to this medical center which now turns a deaf ear to their concerns for job security, fairness and overall patient safety.

Unfortunately Mr. Munford, I do not "know" that each of the above statements is false, nor is it my "express intent" to injury anyone's professional reputation. I host a local blog that deals with local issues and concerns submitted by its readers. I post all views of an issue, both pro and con, and have often solicited comments from those readers who may support Mr. Humphrys and his administration.

The "tide" of this blog is not controlled by me, but by its readers who voice their concerns in hopes of improving the quality of health care, education as well as many other public services in the Delta. However, "Where there is smoke, there is fire", and I find it hard to believe that even Mr. Humphreys can continue to ignore the cry for a full and public accounting of DRMC's fiscal condition.

As to your rather legalistic assertion that I "recklessly disregard the truth" and that "my writing on its face displays spite, ill will and an intent to do harm", I beg to differ. I seek the truth; however painful it may be to those who choose to deceive the public. I hold spite and ill will only toward those who deem themselves unaccountable to the taxpayers they serve.

As for my "apology" for my opinions... that will have to wait. Only time will prove one of us right...

The latest news from DRMC? Well, the rumor around campus is that one of the high powered physicians employed by DRMC has a nephew who works for Microsoft. Supposedly he is busy cracking your identity as well as the identity of all contributors to the Delta Scoop with his high tech computer skills. Apparently, those who are "exposed" will be swiftly and severely punished. Just thought you might want to know Ray's latest scare tactic. Surely the Microsoft employee would be in trouble if he did such a thing?

Ray is such a coward that he won't respond to valid questions about the serious trouble the hospital is in. Yet, he sits in his office all day barking orders to destroy the one forum anyone feels they can safely voice their concerns. This blog definitely gets his goat because he knows the truth is told and he doesn't like it one bit.

Hoping for Ray's Exit Soon!

If Ray intends to prosecute all of the contributors to the "Scoop" who have expressed disfavor with his administration, we had better get started on that new jail!

Indeed, it is quite sad that Ray Humphreys is more focused on revealing the identities of bloggers than he is about the hospital that is crumbling around him.

Lessons from History

Dear Forthright,

You surprise me. History has shown that millions of unsuspecting people and nations experienced and were victimized by totalitarianism. The whole concept is based on instilling fear into the masses. Do you think the DRMC administrative (governmental) style is original? I bet coercive dominance has been studied thoroughly and the techniques applied (on a smaller scale) to DRMC. "Big Brother is watching". Does that bring back memories? Maybe you are too young to remember.

Totalitarian regimes systematically destroy trust between individuals by rendering every citizen (DRMC staff members) a potential informer for the state (DRMC administration). Spontaneous collective defense actions by dissidents (free-thinking and difficult to fool DRMC staff) are suppressed (fired, driven off, or moved to a less influential position). Of course, people are afraid to speak out because it will get back to administration!

The informants (usually those in supervisory / middle-management roles) are so anxious to win the favor of the administrator (dictator) and keep their jobs; they will betray their own co-workers, friends, and staff. Totalitarian regimes undermine honorable and acceptable ethical and moral codes, thereby "normalizing" moral transgressions and wrongdoings. This will eventually lead to the eradication of altruistic behavior towards others. Very sad situation. History keeps repeating itself. Will we ever learn?

Due to deficient communication or censored communication (propaganda), the people are trapped in an outlandish world (hospital) where nothing is known for certain. Any explanation, however ridiculous and far-fetched, seems plausible to the people (employees) that have been brain-washed by the psychological ploys of a dictatorship.

One of the most common explanations given for complicity in a totalitarian system is the fear of harm (in DRMC's case: loss of employment and income) to themselves (staff) and their families. I highly suspect that this is the fear tactic used by the current DRMC totalitarian regime.

Maybe for some employees, finding another job is feasible, but for the majority it is probably not an option. "Ready to put this baby to bed" and "Concerned taxpayer" are right. It is time for the "masses" at DRMC to put an end to this mess. You have the power, inside knowledge, and evidence – use it! The DRMC administration, hospital board, and county supervisors need to understand that the people of Washington County are listening and watching.

You have obviously done your homework...and, no, I am not too young to remember. Threat, intimidation and fear are the threads that bind Ray's evil empire. Ray has two ways he "silences" those who dare to expose the truth about DRMC. He either "buys" their silence with a promotion and huge salary; or he lays you off and silences you with a severance agreement containing a "gag" order.

To those whom Ray considers "insignificant voices", he simply orders their "termination". His high paid stooges then do the dirty work, which further echos Ray's resounding message to the little people, "I am Ray, the all-powerful". "Buff" is also correct about who has the power to stop these atrocities... YOU!

Nine million Jews died in Germany because one man kept telling us there were no concentration camps, no genocide, no "hidden agendas". Thousands of followers believed in this dictator, for fear that dissension would be sure death. The support of "silence" swept the continent; although the people knew in their hearts that the rumored atrocities were real. Self-preservation became the only thing that mattered.

So it is today at DRMC. This maniacal leader will not stop, until we, like the nations of the world, can tolerate no more and come together to oust this dangerous and corrupt administration. I am convinced that history shall be repeated and Ray's empire will eventually tumble.

The question that remains is no longer "if", but, "when"?

I was in that leadership team for a long time and I can ASSURE you that those who support Ray are definitely not set apart by higher education or intelligence. In fact, he only selects those who always say, "yes sir, Mr. Humphreys".

He is intimidated by anyone with a brain capable of forming their own opinion and courageous enough to express their views. Yes, a few of the poor "dissidents" whom you claim are ill spoken and uneducated might surprise you. I, for one, will match wits with you ANY day of the week. I'm sure I can toss out just as many big words as you can.

So, your ploy to have readers believe that this blog is only fed by stupid and uneducated folks won't work. If someone hits a wrong key when submitting an entry, who cares? I find it odd that you feel the need to degrade others as they share their opinions and experiences. Just because you label all non-Ray supporters as incompetent, assume they have terrible grammar, and claim their reasoning is "unsound", doesn't make it so.

I don't think a Coronary Unit or a Heart Program at DRMC is a bad idea or a waste of money.The Delta leads the country in terms of cardiovascular disease. Nationwide, Cardiologists are among the top 3 specialties bringing revenue to hospitals.

Even if the Cardiovascular Surgeon is not operating much (which I doubt it), without his presence, Cardiologists cannot perform any kind of invasive procedures to treat blocked coronary arteries acutely.

Jackson could be a loooong way with a ruptured artery around your heart, specially if it is your mama. Lets give Mr.Humphreys the benefit of the doubt and at least wait until these additions start functioning before criticizing them.

There is nothing wrong with a Heart Center program, a NICU or an LTACH. The problem is DRMC DOESN'T HAVE THE STAFF! They don't have the doctors or the nursing staff for these speciality units.

Why mislead the public in to false security. DRMC's one heart surgeon loses about 5 out of every 6 patients. I would rather spend my last 2 hours of life being driven toward a competent surgeon in a clean hospital! Even if you survive a surgery at DRMC, you will probably die from the MRSA... a deadly infection acquired from substandard post-op care.

Ray just wants to boast about HIS specialty programs, but when you look at these programs closely... they are either nonexistent, or even worse, dangerous. If you sleep well based on the presence of DRMC's heart center, I bid you peace.

The only thing that readers seem to agree upon is that DRMC needs a major overhaul in leadership. It frightens me that so many employees can be intimidated into silence by this dictator. DRMC is a public, county owned and operated, tax supported facility that is accountable to every tax payer in the Delta.

I was one of those outsiders who attended the extravaganza at Harlows. Wow, what a spread! Alcohol was flowing and the tables were filled with massive amounts of shrimp and prime rib. Yum.

For some reason, they invited spouses...how odd for a coding seminar? And yes, Ray Ray was there; wining and dining his providers. Funny thing is, halfway thru the speaker's presentation, he confidentially rose from his seat with his wife at his side and left. I guess he made it for cocktail hour and ate a good meal and he was done. Just like he is gonna do the folks at DRMC.

He will be gone in a flash after he has feasted on DRMC. And, yes, he had his little blackberry companion there with him, Alphe. Mazie was present too smiling like there was no tomorrow ready for a "yes sir, Mr. Humphreys" on command.

And, let's not forget Allyson, large and in charge in her stiletos. There is no telling how much that deal cost and just today I was in the hospital listening to nurses being sent home for "low census" as their nurse manager assured them, "we gotta be productive, they are watching us closely". What a JOKE!

How productive is that brand spanking new NICU? It is a lonely unit with no docs or nurses. Ray is such a brilliant visionary, isn't he? This board should be ASHAMED of themselves. They know full well exactly what is going on and they allow it to continue.

We can only surmise that the board is IN on it all or else surely someone would do their job and put a stop to this irresponsible team of liars who identify them as the DRMC administration! When will it end??

Ray is a "con-man" pure and simple. Literally run out of Hattiesburg, Ray stumbled into the Delta where he found a political system so steeped in corruption, ignorance and apathy, that even his malicious deeds would pale by comparison. He quickly "purchased" a few prominent Docs by offering them ultimate control and power over the DRMC dynasty in return for their support... a sweet deal for all!

Like a puppeteer, Ray could stay in the shadows, pulling the strings, while the "Docs" called the shots. Ray is the perfect front-man with his Bible-thumping humility and phony smile. Who would not trust this deacon of the church... surely he would not lie to us?

So who controls DRMC today you ask? Is it the board of trustees or supervisors? No, they are simply "pawns" who were hand-selected by Ray for their complicity and "silence". The power behind DRMC is a select group of physicians, formally known as the "horsemen". They tell Ray when to dance and when to "sit out".

The "horsemen" revel in Ray's stupidity, for at the end of the day, their jobs are secure. When Ray falls, they will be the first group to indict his character and they shall all rally to challenge his motives. At this point, Ray shall simply move on and we can only hope that we have derived some lesson from fallen empires.

Yes, you should have seen them all, the DRMC Executive suite, last night at Harlowes casino, wining and dining the doctors. It made me sick to look at them.

The biggest Baptist of them all, Sunday school teacher Ray Ray drinking in the casino at a DRMC sponsored event. What happened to the county not being allowed to pay for alcohol?

How does the hospital have the money to pay for a fancy shindig at Harlowes yesterday, when today they made us send staff home because of low census "flexing"?

Allison Williams is simply a bitch. At least Florence has a few friends... Allison has none!

Alphe Wells is the biggest joke of all. He was hired as a token black at the board's direction. He ran off all of the competent staff he inherited from KD and spends his days polishing his fingernails and conversing with Ray via his blackberry.

Alphe is probably the biggest stooge Ray ever hired. He is not only incompetent, but he presents himself as a complete buffoon who knows nothing about human resources.

I agree with the writer above that Courtney Phillips is the only one with any scruples; however, Ray's power to corrupt is mighty strong! Woody White fled Greenville when he finally saw the depth of Ray's corruption and decided he wouldn't look good in stripes!

The physicians practice mess is real! I have friends who are knowledgeable of its finances and DPP is in deep trouble! Ray Humphreys is going to spend his way out of Greenville. Everything he owns is for sale including his house and hunting club membership. He will flee Greenville one day like a scalded dog and we will be left to clean up his mess... just like in Hattiesburg!

I vote we kick his ass out of here before he bankrupts DRMC and leaves the Delta with no viable healthcare. The entire administration needs to go... they are all Ray's peons who have no other interest than to protect their "outrageous" incomes!

The sad part is, Ray does not realize the incompetence of the so called "administrators" he has surrounded himself with. Nor does he care to notice. It does not matter to him because he is not held accountable nor challenged.

As for DPP, Alyson Williams is the head idiot in charge. DPP has lost millions over the past several years. Physicians are employed at three times the national average. If exposed, these extreme overpayments would definitely border on Stark and Anti-Kickback law violations. These physicians have very little incentive to perform since most of there salaries are guaranteed.

Some people have business sense but Alyson Williams has none. As for the wine and dine, I am not surprised. As for religion, it is sad in business when religion is invoked to diminish the possibility of a decision being questioned.

How many times have we heard the announcement of stupid decision begin with, "Well, I have done a lot of praying about this and.......!" I believe God endowed some with the intelligence to make good business decisions without having to ask. I know Ray Humphreys and Alyson William are not of these.

Ordinarily, I would suggest that the "Boards" be notified; however, I would bet that they were also present at the county sponsored shin-dig, lapping up the spoils of being "bought and paid for".

Lately, I have heard a great deal about the woes of Delta Physicians Practice. It seems that this LLC is where Ray hides much of the massive debt incurred through the outrageous salaries he has guaranteed physicians to come to Greenville.

These physicians get paid the same whether they are productive or not; while, the clinical and nonclinical staff of DRMC are sent home daily due to low census. Periods of low census are a reality in all health care settings and can be adjusted for through proactive, sound fiscal planning.

However, sending low paid workers home to offset the six figure incomes of MDs and Administrators is simply not good practice, not to mention a real morale-buster! It is no wonder their employees are fleeing by the day.

A successful, productive hospital has to have competent leadership and satisfied employees. DRMC has neither! I know of two types of employees at DRMC: those who dred going to their jobs and are vocal about it; and those who dred going to their jobs and are silenced by fear and intimidation from administration. It is sad that anyone has to work in a place they despise.

Like a former mafia leader, Ray's nickname should be "Teflon Ray" because nothing ever sticks to him. His "protective coating" is graft, corruption and bribery. As an added defense, Ray uses God's words and "prayer" to justify his self-serving deeds.

I predict that Ray Humphreys will disappear from Greenville overnight, like a passing storm front. We will awaken to the disaster and devastation that he will leave in his wake, and like all stunned victims, we will suffer and lament, "If only we had been warned..."

Take heed Greenville. The casualties of DRMC will be real; they will be numerous; and they will be among you all.

Ray Humphreys announced today that this is only the third year that DRMC has lost money since the purchase of KDH. Wow, it was purchased in 2005... and this is 2008... do the math!

The NICU is finally complete and ready to open. All they need are doctors and nurses to staff the unit... a minor detail!

New ER is coming right along. The construction has provided the staff with a handy excuse for the 8 to 10 hour waits... although construction workers outnumber nurses 2 to 1.

LTACH... what a grand idea! It requires twice the staff of an acute care facility and Ray can't even staff the hospital. Just another "build it and they will come" folly.

By the way, what crop are "we tax payers" raising this year in Ray's field of dreams?

My sources reveal that Ray actually bragged about a $50,000 profit! I don't know which is worse... admitting a loss or boasting about a profit of $50K for a multi-million dollar operation. One nurse makes more than $50K! That, to me, would suggest that the county needs to scrutinize Ray's accounting practices.

Let's remember that DRMC is a giant "shell game" composed of many "pieces" such as Home Health and DPP (Delta Physician's Practice). A talented magician such as Ray can shuffle the debt around in such a fashion as to fool even the most watchful eye(s). DPP (the entity that employees physicians) has been operating in the red for several years and continues to hemorrhage "green" every month. Who is watching this "store"?

Who controls DPP and who are the board members? Is there a link between DRMC and DPP? Does the public have access to DPP's accounting and P&L statements? These are all revealing questions that I would challenge our local newspaper to investigate and report; however, I won't hold my breath.

Ray's hands are as dirty as ever, albeit, he has "purchased" the silence of all who surround and protect him. The good news is that like Caesar, he has made many enemies who lust for his power and will not hesitate to bring him down for their survival. A house of cards has to lose but one of its primary supports before it simply tumbles.
